A BILL FOR AN ACT
RELATING TO BIOSECURITY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to appropriate funds for the establishment of joint biosecurity inspection facilities at Honolulu international airport and Honolulu harbor. The legislature finds that these facilities are necessary to prevent the importation of invasive species that may degrade the state's environment. The legislature further finds that facilities offering joint federal-state inspection services, as opposed to only state operations, will be more efficient and effective for both government and the private sector.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the design and construction of joint biosecurity inspection facilities at Honolulu international airport.
There is appropriated out of the federal revenues granted to the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for the design and construction of the joint biosecurity inspection facilities at Honolulu international airport.
The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2008-2009 for the purpose of planning and designing a joint biosecurity inspection facility at Honolulu harbor.
The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.
SECTION 4. The joint biosecurity inspection facilities funded by this Act shall provide a location where imported cargo may be inspected jointly by the department of agriculture and relevant federal agencies. The department of agriculture shall enter into any necessary agreements with the federal agencies to conduct the joint inspections.
SECTION 5. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 6. This Act shall take effect on July 1, 2020.
