A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 304A, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:
"Part . Crafts school
§304A‑ Purpose. The purpose of the crafts school is to certify crafts persons and subcontractors in the crafts trade.
§304A‑ School; establishment. There is established within the community college system a crafts school to meet the critical shortfalls in the supply of competent persons to provide crafts work in public and private works and projects.
§304A‑ Administration. The community college system may plan and administer the crafts school with the advice of the workforce development council, the department of education, and the construction industry.
§304A‑ Annual report. The office of the vice president for community colleges shall prepare an annual report to the legislature on the status of the program. This annual report shall include data on the development of a crafts curriculum and content, teaching standards throughout the system, and overall achievement. The annual report shall be submitted no later than twenty days prior to the convening of each regular legislative session."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2008-2009 for the establishment of a crafts school in the community colleges of the University of Hawaii system.
The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2008.
