A BILL FOR AN ACT

 

 

relating to public restrooms.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the public restroom facilities throughout the State have been neglected and are unsanitary.  This has created an unhealthy environment for hundreds of visitors and residents of the State who enjoy the beautiful weather and all of the outdoor parks and activities that Hawaii has to offer.

     The purpose of this Act is to appropriate funds to ensure that all public restroom facilities are consistently well maintained and sanitary.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in state facilities to be consistently well maintained.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in state parks to be consistently well maintained.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in city and county parks to be consistently well maintained; provided that no funds shall be made available under this section unless the city and county of Honolulu provides matching funds for the purpose for which this sum is appropriated.

     The sum appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in county parks to be consistently well maintained; provided that no funds shall be made available under this section unless the county of Hawaii provides matching funds for the purpose for which this sum is appropriated.

     The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

     SECTION 6.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in county parks to be consistently well maintained; provided that no funds shall be made available under this section unless the county of Kauai provides matching funds for the purpose for which this sum is appropriated.

     The sum appropriated shall be expended by the county of Kauai for the purposes of this Act.

     SECTION 7.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 for public restrooms in county parks to be consistently well maintained; provided that no funds shall be made available under this section unless the county of Maui provides matching funds for the purpose for which this sum is appropriated.

     The sum appropriated shall be expended by the county of Maui for the purposes of this Act.

     SECTION 8.  This Act shall take effect on July 1, 2008.
