A BILL FOR AN ACT
a Bill for an act relating to high efficiency lighting.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 196, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§196-A High efficiency lighting. (a) Whenever an agency purchases or requires competitive bidding which includes the purchase of one or more indoor lamps under chapters 103 or 103D, a preference for high efficiency lighting shall be exercised if the use of high efficiency lighting is technically feasible and the price is competitive with consideration given to the long-term cost effectiveness and savings of high efficiency lighting.
(b) The goal of agencies for the percentage of purchased indoor lamps that are high efficiency lighting shall be one hundred per cent by January 1, 2009.
(c) The energy resources coordinator shall prepare and submit an annual report to the governor and the legislature of the State's progress in meeting the goals for the purchase of high efficiency lighting, no later than twenty days prior to the convening of each regular session, beginning with the 2009 regular session.
(d) As used in this section:
"Agency" means any executive, judicial, legislative, or constitutionally or statutorily established, department, commission, board, bureau, office, entity, or other establishment of the State, or any quasi-public institution that is supported in whole or in part by state funds.
"Fluorescent lamp" means a gas-discharged lamp that uses:
(1) A magnetic, electronic, or other ballast; and
(2) Electricity to excite mercury vapor in argon or neon gas resulting in a plasma that produces short-wave ultraviolet light that causes a phosphor to fluoresce and produce visible light.
"Fluorescent lamp" includes a lamp capable of using a compact fluorescent bulb.
"High efficiency lighting" means fluorescent lamp or solid state lighting.
"Solid state lighting" means a light device that uses light-emitting diodes, organic light-emitting diodes, or polymer light-emitting diodes as sources of illumination rather than electrical filaments or gas."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
