A BILL FOR AN ACT
RELATING TO MINORS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new subpart to part II to be appropriately designated and to read as follows:
" . STUDENT SAFETY
§302A- Internet safety; school computers. (a) The board shall establish an internet safety policy for minors that includes monitoring the online activities of minors and implementing a technology protection measure with respect to all computers in public schools that have internet access.
(b) The internet safety policy shall protect minors using public school computers against access to visual depictions that are:
(1) Obscene; or
(2) Harmful to minors.
(c) The board shall provide reasonable public notice and shall hold at least one public hearing or meeting to address the proposed internet safety policy pursuant to section 302A-1106.5.
(d) No later than one year after the effective date of this Act, the board of education shall establish an internet safety policy pursuant to this section."
SECTION 2. Chapter 312, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§312- Internet safety; library computers. (a) The board of education shall establish an internet safety policy for minors that includes monitoring the online activities of minors and implementing a technology protection measure with respect to any computers in public libraries that have internet access.
(b) The internet safety policy shall protect minors using public library computers against access to visual depictions that are:
(1) Obscene; or
(2) Harmful to minors.
(c) The board shall provide reasonable public notice and shall hold at least one public hearing or meeting to address the proposed internet safety policy pursuant to section 302A-1106.5.
(d) No later than one year after the effective date of this Act, the board of education shall establish an internet safety policy pursuant to this section."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
