A BILL FOR AN ACT
RELATING TO drug ADDICTION TREATMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that addiction to crystal methamphetamine ("ice") constitutes a public health crisis that currently lacks a clearly effective treatment. The state department of health reports that in 2007, over forty-eight per cent of adults in treatment centers in the State identified crystal methamphetamine as their drug of choice. The legislature further finds that Vivitrol, a long-lasting injectable form of the drug naltrexone, has been shown to be effective in the treatment of alcohol dependence and may also help to treat crystal methamphetamine addiction.
The purpose of this Act is to establish a crystal methamphetamine treatment pilot study to examine the efficacy of Vivitrol as a treatment option for substance abuse and addiction.
SECTION 2. Hina Mauka, in consultation with the University of Hawaii at Manoa, John A. Burns school of medicine, shall develop and administer a two-year pilot study to treat fifteen patients addicted to crystal methamphetamine with Vivitrol. The school of medicine shall provide guidance regarding study design, including appropriate dosages of Vivitrol as well as any recommended psychosocial interventions.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2008-2009 to implement the pilot program.
The sum appropriated shall be expended by the University of Hawaii at Manoa, John A. Burns school of medicine, for the purposes of this Act.
SECTION 4. The John A. Burns school of medicine and Hina Mauka shall submit a report of its findings and recommendations concerning the pilot project to the legislature no later than twenty days prior to the convening of the regular session of 2010.
SECTION 5. This Act shall take effect on July 1, 2008.
