A BILL FOR AN ACT


 

 

relating to transportation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that traffic accidents have additional adverse affects, not just on the parties involved in the accident.  The community where the accident occurred is inconvenienced and forced to endure long traffic jams, especially in areas where there is only a two lane highway.

     The purpose of this Act is to help alleviate the strain on these communities by requiring local law enforcement to establish contra-flow lanes.

     SECTION 2.  Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§286-A   In order to minimize traffic congestion resulting from an accident and to aid emergency personnel attempting to reach the accident, law enforcement officials are required to create and open up contra-flow lanes, going onto the median or sides of roads, if necessary and if it is safe to do so."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
