A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the second representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $64,551,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2007-2008 and 2008-2009, for the purpose of financing capital improvement projects for the second representative district, as follows:
1. To be expended by the department of education:
Waiakea high school, Hawaii
Additional funds for construction and track/field equipment and maintenance equipment to complete the school's track complex.

2. To be expended by the department of land and natural resources:
A. Wailoa small boat harbor, Hawaii
Design and construction improvements that include maintenance dredging, safety improvements, and other related work.

B. Waiakea Kai, Hawaii
Design and construction for a two-lane boat launch ramp to be located within the Wailoa small boat harbor-Suisan basin along the west makai dock with boat wash down area and parking for truck and boat trailers.

C. Industrial park, Hawaii
Design for the development of an industrial park in Mana, south Hilo.

Design, construction, and equipment for county zoning/planning required parking and equipment for the teaching labs.

Construction for addition and renovation to the student services building.

D. Kapiolani road, Hawaii
Plans, design, and construction of a roadway and bridge to traverse the flood control channel that connects Mohouli street to Lanikaula street.

E. Hawaiian language building, Hawaii
Design, construction, and equipment for the Hawaiian Language Building. Project to include ground and site improvements, development of new facility, equipment and appurtenances, and all other related project costs.

4. To be expended by the county of Hawaii:
Hawaii Island Veterans Memorial Project - Ka Hui Na Koa O Kawili, Hawaii
Planning, design, project management, and construction of multi-purpose building to serve veterans groups and others in addition to the general community and residents.

5. To be expended by the department of public safety:
Perimeter fencing for the Hawaii Community Correctional Center.

The sums appropriated shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 2. The following sum, or so much thereof as shall be sufficient to finance the project listed below, is hereby appropriated out of private contributions for fiscal year 2007-2008:
Campus center, Hawaii
Design and construction for additions and renovations to campus center.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. There is appropriated out of other federal funds of the State of Hawaii the sum of $36,300,000, or so much thereof as may be necessary for fiscal years 2007-2008 and 2008-2009, for the following capital improvement project:
U.S. Geological Survey Building, Hawaii
Plans, design, construction, and equipment for the U.S. Geological Survey Building. This project is deemed necessary to qualify for federal aid financing and/or reimbursement:

The sums appropriated shall be expended by the University of Hawaii at Hilo for the purpose of this Act.
SECTION 4. The appropriations made for the capital improvement projects authorized by sections 1, 2, and 3 of this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2010, shall lapse as of that date.
SECTION 5. This Act shall take effect on July 1, 2007.
