A BILL FOR AN ACT
relating to cruiseline industry.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of business, economic development, and tourism, in conjunction with the department of transportation, department of land and natural resources, department of health, and the Hawaii tourism authority, and with input from the cruiseline industry, shall undertake a cost-and-benefit analysis of the cruiseline industry in the state. The cost-and-benefit analysis shall consider the array of costs and benefits that the cruiseline industry has upon the:
(1) Economic welfare;
(2) Physical environment;
(3) Historical and cultural assets and practices;
(4) Social welfare;
(5) Harbor facilities;
(6) Safety and security measures;
(7) Environment and infrastructure;
(8) Fees; and
(9) Traffic,
of the state as a whole and of each individual county.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2007-2008 for the department of business, economic development, and tourism to conduct a cost-and-benefit analysis of the cruiseline industry in the state as provided for in this Act.
The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.
SECTION 3. A cost-and-benefit analysis report shall be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2008.
SECTION 4. This Act shall take effect on January 1, 2025.
