A BILL FOR AN ACT


 

 

relating to capital improvement projects for the Benefit of the fourteenth, fifteenth, and sixteenth representative districts.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall

be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2007-2008:

1.   To be expended by the department of land and natural resources:

     Nawiliwili harbor, Kauai

Plans, design, and construction for a module at Nawiliwili harbor to jointly house the offices of the State's small boat harbor and the harbor agent.

2.   To be expended by the department of education:

    A.   Kauai high school, Kauai

     Plans, design, and construction for a new gymnatorium.

     C.   Waimea high school, Kauai

     Design, construction, and equipment for the renovation and expansion of building W, including connecting walkways, ground and site improvements, equipment, and appurtenances.

     D.   Kekaha elementary school, Kauai

     Design, construction, and equipment for a new classroom building, ground and site improvements, equipment, and appurtenances.

     A.   Kokee and Haena simulcast trunking system, Kauai

     Plans, design, construction, and infrastructure for a trunking system add-on that will provide improved communication system for "dead spots" in the area.

     B.   Kilauea water system, Kauai

     Presently, about one-third of the Kilauea's potable water system, approximately more than 200,000 gallons per day, is used for diversified agriculture.  There is a need to initiate a study for the use of non-potable water to meet these agricultural demands, thereby relieving the heavy demand on the domestic water system.

     C.   Waimea water system, Kauai

     Plans, design, and construction for a twelve-inch waterline along Waimea Canyon drive to provide fire protection for Waimea Canyon school.

     D.   Wailua-Kapaa water system, Kauai

     Plans, design, and construction for a five hundred thousand-gallon storage tank adjacent to the department's Makaleha tank, and a new one million-gallon tank and connecting pipeline within the department's Ornellas tank hydraulic zone.

     E.   Wailua-Kapaa water system, Kauai

     Design and construction of a twelve-inch water main transmission line in the upper Kawaihau area of the Kapaa water system to transport water to the central and lower part of the water system for fire protection of Kapaa high school and Mahelona Hospital, and to allow for the development of affordable housing.

     F.   Waniha-Haena water system

     Design and construction for a one hundred thousand-gallon storage tank, booster pump station, and connecting pipeline and appurtenances.

     G.   Anahola water system

     Drilling and testing of Anahola well number four.  Design and construction for pump, electrical controls, connecting pipelines, and appurtenances for Anahola well number four.

     H.   Hanalei water system, Kauai

     Plans for an eight-inch ductile iron waterline to provide fire protection for Hanalei school.

     SECTION 2.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
