A BILL FOR AN ACT
relating to capital improvement projects for the Benefit of the fourteenth, fifteenth, and sixteenth representative districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall
be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2007-2008:
1. To be expended by the department of land and natural resources:
Nawiliwili harbor, Kauai
Plans, design, and construction for a module at Nawiliwili harbor to jointly house the offices of the State's small boat harbor and the harbor agent.

2. To be expended by the department of education:

B. Kilauea water system, Kauai
Presently, about one-third of the Kilauea's potable water system, approximately more than 200,000 gallons per day, is used for diversified agriculture. There is a need to initiate a study for the use of non-potable water to meet these agricultural demands, thereby relieving the heavy demand on the domestic water system.

Plans, design, and construction for a twelve-inch waterline along Waimea Canyon drive to provide fire protection for Waimea Canyon school.

Design and construction of a twelve-inch water main transmission line in the upper Kawaihau area of the Kapaa water system to transport water to the central and lower part of the water system for fire protection of Kapaa high school and Mahelona Hospital, and to allow for the development of affordable housing.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
