A BILL FOR AN ACT
relating to public housing.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that various stakeholders question the need to demolish existing housing when these units could be repaired and restored at the same cost, or lower, of the demolition and the building of new units. Additionally, the turnaround time of repair and restoration would be much faster.
The purpose of this Act is to place a one-year moratorium on the demolition of public housing.
SECTION 2. (a) The Hawaii public housing authority shall place a moratorium on the demolition of any public housing project or complex until July 1, 2008. Until that date, the Hawaii public housing authority shall suspend any demolition of public housing projects or complexes that have not been funded as of the effective date of this Act.
(b) The Hawaii public housing authority shall submit a report to the legislature no later than twenty days prior to the convening of the 2008 regular session that shall include:
(1) An inventory of all public housing projects or complexes directly controlled, owned, developed, or managed by the authority;
(2) The status of the projects or complexes, including but not limited to the number of vacant units, condition of the projects or complexes and its units, and whether the project or complex is scheduled for demolition in the foreseeable future; and
(3) For any projects or complexes that have been demolished between July 1, 2004, and July 1, 2007, and projects or complexes pending demolition, the cost of the demolition and the estimated cost of the new project to be built, if any.
SECTION 3. This Act shall take effect upon its approval.
