A BILL FOR AN ACT


 

 

making an appropriation for palliative care resources.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is appropriated out of the general revenues of the State of Hawaii the following sums or so much thereof as may be necessary as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Kokua Mau as follows:

1.  Integrate palliative care into long-term care settings by:

(A)  Identifying select, leading skilled nursing facilities;

(B)  Providing competency building for direct care staff;

(C)  Building upon the University of Hawaii center on aging's appropriate (end-of-life) care for residents of nursing homes project;

(D)  Including national End of Life Nursing Education Consortium geriatric curriculum specific for skilled nursing facilities; and

(E)  Leading organizational capacity building for site teams to advance palliative care training.

     2.  Implement statewide physician orders for life-sustaining treatment by:

     (A)  Developing and carrying out professional education on rapid identification document and physician orders for life-sustaining treatment;

     (B)  Initiating a public awareness campaign integrated into continued campaigns on advance care planning; and

     (C)  Collaborating with key community stakeholders.

     3.  Implement a hospice and palliative care resource center demonstration project by:

     (A)  Developing a referral and resource center to assist individuals, professionals, and businesses in anticipating and addressing pressing life-altering conditions resulting from chronic, progressive, life-limiting illnesses or terminal illnesses;

     (B)  Actively engaging in counseling about options for care, assisting with referrals, and providing education for clients to access resources in the community;

     (C)  Leading discussions surrounding values clarification in making advance care planning decisions and understanding hospice and palliative care; and

     (D)  Providing referrals to appropriate services of care.

     4.  Implement statewide assessment of benchmark indicators by:

     (A)  Following up previous surveys to assess end-of-life indicators such as advance directive completion rates, attitudes and beliefs toward hospice, and palliative and end of life care; and

     (B)  Collaborating with other states to implement the behavioral risk factor surveillance system survey for national trends and comparisons.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 2.  This Act shall take effect on July 1, 2020.
