A BILL FOR AN ACT


 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 321, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:

Part  .  SOIL TEST FOR DEPLETED URANIUM.

     §321-     Soil samples required.  The department of health shall take soil samples of soil within five hundred meters of all military bases in the state at least once every three months to monitor the level of depleted uranium contamination.  Soil samples shall be taken around the perimeter of the military bases at least every      meters.

     §321-     Rulemaking.  The director of health may adopt rules pursuant to chapter 91, necessary for purposes of this chapter.

     §321-     Annual report to legislature.  The director shall submit a report summarizing its findings to the legislature and the committees on health of both houses of the legislature no later than twenty days prior to each regular session."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sums of $        or so much thereof as may be necessary for fiscal year 2007-2008 and $    or so much thereof as may be necessary for fiscal year 2008-2009 for the department of health to take soil samples in accordance with this Act. 

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
