A BILL FOR AN ACT

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Section 10-14.5, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

     "(b)  The board shall provide opportunities for beneficiaries in every county to participate in the preparation of each biennial and supplemental budget of the office of Hawaiian affairs[.  These opportunities shall include an]; provided that the board, in its discretion, shall choose the best method to provide these opportunities, including but not limited to:

(1) By publication of the proposed budget on the website of the office of Hawaiian affairs; and

(2) An accounting by trustees of the funds expended and of the effectiveness of programs undertaken[.];

provided further that meetings in every county concerning the proposed budget are not required."

     SECTION 2.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect on July 1, 2020.
