A BILL FOR AN ACT


 

 

RELATING TO AFFORDABLE HOUSING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 201H, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§201H-    Affordable housing inventory protection board.  (a)  There is established the affordable housing inventory protection board.  The board shall be attached to the Hawaii housing finance and development corporation for administrative purposes only.

     (b)  The board shall:

     (1)  Annually calculate, maintain, and disburse to the legislature accurate recorded estimates of the existing and potential supply of all categories of affordable housing in the State;

     (2)  Annually calculate, maintain, and disburse to the legislature accurate recorded estimates of the existing and potential demand for all categories of affordable housing in the State; and

     (3)  Recommend to relevant governmental agencies suggestions to encourage the accumulation and perpetual protection of a combined public and private inventory of one hundred thousand affordable housing opportunities within the State.

     (c)  The board shall be composed of nine members who shall be appointed by the governor pursuant to section 26-34.  Three of the members shall be selected by the governor from a list of nominees submitted by the president of the senate and three other appointments shall be made from a list of nominees submitted by the speaker of the house of representatives.  All appointed members shall possess a current working knowledge of affordable housing in the State and shall serve four-year staggered terms.

     The chairperson and vice chairperson of the board shall be selected by the board by majority vote.  Five members shall constitute a quorum, whose affirmative vote shall be necessary for all actions by the board.  The members shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

     (d)  The board may adopt rules pursuant to chapter 91 to effectuate the purposes of this section."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, to establish a board to consider issues relating to affordable housing inventory.

     SECTION 3.  The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect upon its approval.
