A BILL FOR AN ACT


 

 

RELATING TO COASTAL LANDS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established a coastal land trails task force to be attached to the department of land and natural resources for administrative purposes.  The task force shall develop plans for a trail system around coastal lands.  In developing its plans, the task force shall consider:

     (1)  An integrated ground transportation and recreational system;

     (2)  The creation and enhancement of recreational activities and opportunities;

     (3)  The attraction to visitors and tourists;

     (4)  The effects on and benefits to surrounding habitats; and

     (5)  Other aspects of the statewide greenbelts strategy, as outlined in House Resolution No. 119 adopted in the Regular Session of 2006.

     (b)  The members of the coastal land trails task force shall include but not be limited to:

     (1)  The chairperson of the board of land and natural resources or the chairperson's designee;

     (2)  The director of transportation or the director's designee; and

     (3)  Representatives appointed by the chairperson of the board of land and natural resources from:

          (a)  The Hawaii statewide trail and access program   established by chapter 198D; and

          (b)  Various community and private organizations and      other stakeholders.

     (c)  The coastal land trails task force may form workgroups and subcommittees to:

     (1)  Obtain input from the community as may be determined necessary by the task force; and

     (2)  Perform any other functions as may be deemed necessary by the task force for the fulfillment of its functions.

     (d)  Members of the coastal land trails task force shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

     (e)  The coastal land trails task force shall submit to the legislature a report of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2008.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $      or so much thereof as may be necessary for fiscal year 2007-2008 to support the operations of the coastal land trails task force.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
