A BILL FOR AN ACT
MAKING A GRANT-IN-AID TO THE INTERNATIONAL ASSOCIATION OF LIONS CLUB TO CONSTRUCT A CAMP FACILITY FOR YOUTH ON OAHU.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that one of the goals of the International Association of Lions Club is to "promote friendship and understanding among youth throughout the world and to contribute to world peace." As a result of this worthy goal, the Lions established the Lions International Youth Camp that originated in Sweden in 1961 and found its way to Hawaii in 1982. The local Lions youth camp has survived hurricanes and other difficulties to provide a venue in various locations for youth from all across the globe.
The purpose of this Act is to provide services to youth by providing a grant to the International Association of Lions Club to construct a permanent camp facility for the Lions International Youth Camp on Oahu, in the public interest and for the public health, safety, and general welfare.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2007-2008 and the same sum or so much thereof as may be necessary for fiscal year 2008-2009 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the International Association of Lions Club to design and construct a camp facility for youth, including the purchase or lease of state land for the camp; provided that the facility shall:
(1) Serve youth programs;
(2) Be constructed in a barracks style;
(3) Provide shelter and sleeping areas to accommodate up to twenty individuals; and
(4) Provide separate accommodations for boys and girls.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
