Makes amendments to clarify the fire protection responsibilities of the State as it relates to state-owned airport facilities.

Allows State-employed adult corrections officers to purchase uniforms and uniform accessories from Correctional Industries

Changes the minimum headlamp height requirement from 24 inches to 22 inches.  Deletes the requirement that a license plate be attached no lower than 12" above the ground.

Adds a new chapter to Hawaii Revised Statutes to allow member states to determine the winner of a presidential election by "national popular vote."
