RELATING TO STATE FUNDS. Requires online full disclosure of all entities and organizations receiving state funds. Requires entities receiving state funds for research projects to make a public report of the research available online and to file a hard copy with the department of budget and finance.

RELATING TO WHISTLEBLOWERS' PROTECTION. Provides additional protection to public employees who report violations of the law, waste, and gross misconduct, incompetence, or inefficiency; expands the state ombudsman's responsibilities regarding whistleblowers; and appropriates funds.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR PROJECTS ON THE ISLAND OF HAWAII. This Act extends the authorization to issue special purpose revenue bonds to the year 2011 for the purpose of a cogeneration facility on the Island of Hawaii.
