Prohibits land use commission from approving district boundary amendments for residential or commercial developments in unspecified districts unless the proposed reclassification is planned in accordance with smart growth principles. RELATING TO EMINENT DOMAIN.

Authorizes plaintiff to offer to resell property to defendant for current appraised value or condemnation price plus cost of environmental remediation or cleanup or other improvements if property taken in eminent domain is not used for the purpose for which it was condemned for five years. RELATING TO STATE PLANNING.

Clarifies the office of planning's role in maintaining and coordinating a statewide enterprise geographic information system (GIS).  Appropriates funds to support the implementation of a GIS software enterprise license agreement.  Establishes a special fund to help support the operation and maintenance of the statewide planning and geographic information system.  (HB1270 HD2)

RELATING TO OCEAN RESOURCES.

Authorizes any DOCARE officer or other enforcement officer of the State to conduct administrative examinations and inspections of bags, containers, vehicles, or conveyances used to transport aquatic life without probable cause, under written consent obtained when issuing licenses, permits, or registrations under Subtitle 5 of Title 12, HRS.  Provides that refusal to comply with the administrative search results in immediate revocation of the license, permit, or registration.  (HB1499 HD2)

RELATING TO GAME MANAGEMENT AREAS.

RELATING TO AQUATIC RESOURCES.

Prohibits any fishing prohibition or limitation unless certain standards and procedures are adhered to; establishes the Hawaii fishery policy advisory task force; makes an appropriation for operations of the task force.  (HB1848 HD2)

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.  In addition, please provide the testifier's name and mailing address in the email.  Email sent to individual offices or any other Senate office will not be accepted.
