RELATING TO ADMINISTRATIVE LICENSE REVOCATION. Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the occurrence of the lifetime revocation. Requires driver to have had no arrests or convictions for driving while license revoked and to be free from dependency or abuse of alcohol and drugs. Remove reissuance of lifetime revocation. (SD2)

RELATING TO FEES FOR WINDSHIELD PLACARDS FOR PERSONS WITH DISABILITIES. Requires the counties to deposit all fees for temporary and replacement disabled parking placards into the state general fund. (SD2)

RELATING TO PEDESTRIAN SAFETY. Appropriates funds to the department of transportation for a pilot study to identify state and county intersections where the time to cross the intersection is insufficient for elderly pedestrians. Appropriates funds for traffic countdown timers, signals, painting of crosswalks, a public awareness campaign, and grants-in-aid for counties for pedestrian safety. (SD2)
