Clarifies that a single violation refers to each separate project where the department of labor and industrial relations finds a contractor has failed to comply with chapter 104.

RELATING TO STATE OFFICERS AND EMPLOYEES EXCLUDED FROM COLLECTIVE BARGAINING AND MAKING APPROPRIATIONS AND OTHER ADJUSTMENTS.

Appropriates funds for salary increases and makes other cost adjustments for state officers and employees who are excluded from collective bargaining.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes board of trustees of employees' retirement system to set the salary scale assumptions based on recommendations from the actuary.  Increases employers' contributions to the employees' retirement system effective 2008-2009.  Repeals provision allowing the employer contribution rate to be reduced if the period required to amortize the unfunded actuarial liability falls below 25 years.  (SD2)

RELATING TO WORKERS' COMPENSATION LAW.

Amends workers' compensation law, including limiting an employer's ability to terminate benefits, authorizing the recovery of attorney's fees and costs by the injured employee, specifying procedures for medical examinations by the employer's physician, establishing fines for violations, requiring the reporting of denials of claims and relevant information, and further restricting the director of labor and industrial relations' rulemaking authority.
