RELATING TO THE AGREEMENT AMONG THE STATES TO ELECT THE PRESIDENT BY NATIONAL POPULAR VOTE. Adds a new chapter to Hawaii Revised Statutes to allow member states to determine the winner of a presidential election by "national popular vote."

RELATING TO ADMINISTRATIVE LICENSE REVOCATION. Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the lifetime revocation.
