Adds a new chapter to Hawaii Revised Statutes to allow member states to determine the winner of a presidential election by "national popular vote."

RELATING TO DRIVER LICENSING.

Provides that conviction or license revocation for violation of provisional driver licensing law does not give rise to requirement that person provide proof of financial responsibility.  Effective July 1, 2020.  (SB784 HD1)

RELATING TO ADMINISTRATIVE LICENSE REVOCATION.

Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the lifetime revocation.  Requires driver to have had no arrests or convictions for driving while license revoked and be free from dependency or abuse of alcohol and drugs. Effective July 1, 2112(SB946 HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Imposes liability for fines on any commercial harbor tenant or user who violates any federal, state, or county environmental law or rule which in turn causes an environmental fine to be levied upon the Department of Transportation.  (SB1515 HD1)

RELATING TO CERTIFICATION OF CHILD PLACING ORGANIZATIONS, CHILD CARING INSTITUTIONS, FOSTER BOARDING HOMES, AND ADOPTIVE HOMES.

Requires foster and adoptive parents to complete a child abuse and neglect clearance as a condition of approval in accordance with federal law.  (SD1)

Abolishes requirement that automated external defibrillator program be administered by physician to be immune from tort liability under certain circumstances.  (SD1)
