RELATING TO CHILDREN. Establishes a two-year statewide task force to evaluate and make recommendations on the State's system responses to cases of child sexual assault and exploitation. Makes appropriations for the task force.

RELATING TO CRIME. Amends the offenses of theft in the first, second, third, and fourth degree to include the theft of government property, services, and infrastructure. Amends the offenses of criminal property damage in the first, second, third, and fourth degree to include the damage or vandalism of government property and infrastructure.

RELATING TO ARSON. Adds recklessness to the state of mind requirement for arson in the fourth degree. Clarifies that 10,000 square feet is only the minimum amount of property damage that is required to trigger special sentencing for arson.
