RELATING TO DRUGS.

RELATING TO CRIME.

Creates the offense of human trafficking, adds human trafficking to the list of offenses addressed by the crime victim compensation commission, adds human trafficking as a covered offense for forfeitures, and adds human trafficking as an offense involving organized crime and racketeering activity.  (HB1784 HD2)

RELATING TO PUBLIC WORKS.

Requires that, for public works projects that are not directly caused by a governmental contracting agency, the Department of Labor and Industrial Relations be the responsible agency for ensuring compliance with the State's prevailing wage law.  Requires the issuance of special purpose revenue bonds for these projects to be promptly reported to the Department of Labor and Industrial Relations.  (HB861 HD1)

RELATING TO LEAVE SHARING.

Allows employees to donate sick leave credits in addition to vacation credits to assist employees who are on extended leave due to illness.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Eliminates confusion or misinterpretations regarding which "beneficiaries" of an employee killed in the performance of duty or of a deceased retiree are eligible to become EUTF employee-beneficiaries by including reciprocal beneficiaries. (HB1290 HD1)

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Extends the sunset date of Act 245, SLH 2005, to 2013.  Requires employee organizations that establish VEBA trusts to report to the legislature after two full years of implementation and annually thereafter.
