RELATING TO COURT INTERPRETERS.

Requires the judiciary to certify court interpreters and to appoint and use certified court interpreters in legal proceedings.

RELATING TO WAIVERS OF LEGISLATIVE PAY RAISES.

Allows legislators not wishing to receive pay increases to waive the increased portion upon certification under the rules of the appropriate legislative body.

RELATING TO LEGISLATIVE INQUIRIES.

Assists the legislature with fact-finding and promotes complete and truthful disclosure by prohibiting the payment of salaries of state employees who coerce, intimidate, or otherwise prevent subordinates from sharing information at legislative hearings or in response to other legislative inquiries.

RELATING TO ETHICS.

Extends the requirements of financial disclosures to justices and judges.

SB 947

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION RELATING TO EXECUTIVE AGENCIES.

Provides that the senate's failure to reject or act on an appointment to any office, including justices and certain judges, within 30 days thereof shall be deemed to be a rejection of the appointment.

SB 948

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO REDUCE THE NUMBER OF NOMINEES FOR JUDICIAL VACANCIES.

Reduces the number of nominees presented to the governor and chief justice for various judicial vacancies from four to six nominees to not less than three nominees.

RELATING TO JUSTICES AND JUDGES.

Requires public disclosure of disciplinary sanctions imposed on any justice or judge of the State of Hawaii along with the finding and recommendations by the Judicial Disciplinary Commission.

SB 1956

RELATING TO THE AGREEMENT AMONG THE STATES TO ELECT THE PRESIDENT BY NATIONAL POPULAR VOTE.

Adds a new chapter to Hawaii Revised Statutes to allow member states to determine the winner of a presidential election by "national popular vote."

RELATING TO CODE OF ETHICS.

Requires public disclosure of financial interest of every board or commission whose term of office exceeds one year.

Persons wishing to testify should submit 40 3-hole punched copies of their testimony to the committee clerk, Room 227, State Capitol, 24 hours prior to the hearing.  Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  In addition testimony may be emailed to the Public Access room at testimony@capitol.hawaii.gov. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

 

Public Folder.  A folder labeled “Public Folder” containing the measures and testimonies for the hearing will be available for shared use by members of the public.
