Establishes the offense of theft of copper.  Adds special requirements for the purchase of copper by scrap dealers and to hold scrap dealers accountable for violations.

MAKING APPROPRIATIONS RELATING TO NATURAL DISASTERS.

Appropriates funds ($2,000,000) to: (1) cover the costs of recovery and remediation efforts as a result of storms that occurred in February and March 2006; (2) stabilize and repair storm-damaged slopes, drainage ways, and drainage systems to restore functionality and prevent future damage; (3) hire consultants to: (A) determine the structural integrity of dams and reservoirs statewide; (B) assess potential immediate risks; and (C) recommend long-term plans to ensure dam safety; (4) investigate, review, and litigate legal issues related to dam and reservoir failures, issues, relating to the safety of dam and reservoir failures, and issues relating to the safety of existing dams and reservoirs; and (5) investigate and litigate, civilly and criminally, all issues relating to the Ka Loko dam breach of March 2006.

Establishes the vice-director's salary in alignment with federal equivalent pay levels.

MAKING AN EMERGENCY APPROPRIATION FOR NATURAL DISASTERS.

Makes emergency appropriations of $900,000 in general funds to DOD for FY 2006-2007 to cover operational expenses associated with the October 15, 2006, Kiholo Bay earthquake disaster recover efforts in the counties of Hawaii, Maui, Kauai, and the City and County of Honolulu.  Makes emergency appropriations of $24,000,000 to cover the 25% non-federal cost share for earthquake disaster recovery projects made eligible under Public Assistance program, for emergency watershed protection projects under the Natural Resources Conservative Service, upgrading State and county warning systems, repairing and improving irrigation water systems and repairing public school facilities, hospitals, and healthcare facilities.  Funds will also be used for structural and non-structural earthquake mitigation projects.
