RELATING TO RURAL PRIMARY HEALTH CARE TRAINING.

Appropriates funds to develop a statewide rural primary healthcare training program to provide family physicians to rural areas and improve healthcare access for the people of Hawaii.  Appropriates funds to support and expand the Family Medicine Residency Program of UH JABSOM's Department of Family Medicine and Community Health to provide rural primary healthcare services.  Effective July 1, 2020.  (HB1477 HD1)

RELATING TO PRESCRIPTION DRUGS.

Makes rebate agreements between drug manufacturers and department of human services mandatory.  Requires the department to inform health care providers about drug costs for manufacturers with rebate agreements and those without rebate agreements.

RELATING TO SUBSTANCE ABUSE.

Requires that substance abuse testing be conducted according to the manufacturer's rather than the federal government's package insert.  Amends definition of "substance abuse on-site screening test" to include tests used for forensic testing as a workplace testing device. (HB964 HD1)

RELATING TO TOBACCO.

Prohibits sale of cigarettes from self-service displays.  Defines "self-service displays".  Clarifies definition of "cigarette vending machine".  Changes amount of fine from $1,000 per day to unspecified amounts for first and subsequent offenses. (HB527 HD2)

RELATING TO VIOLENCE AGAINST EMERGENCY MEDICAL SERVICES PERSONNEL.

RELATING TO HEALTH INSURANCE SUPPORT FOR SMALL BUSINESSES.

Requires group health insurers to offer all group health plans to self-employed individuals in their service areas.  Allows insurer to impose limitations on the timing of enrollment and reenrollment to control adverse selection and plan member costs.  (HB1479 HD2)

RELATING TO HEALTH CARE.

Establishes a statewide comprehensive health care workforce map and database on supply, demand, and distribution, by specialty and practice location. Appropriation. (HB212, HD2)

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearingPlease include your name, position/title, organization, contact information, position on the measure, the hearing date, measure number/title and committee to which your testimony should be referred.  Please submit your testimony on one side of an 8-1/2 x 11-inch paper with 1-inch margins:

 

·         In person: 30 copies of their testimony to the committee clerk, Room 215, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.  In addition, please provide the testifier's name and mailing address in the email.  Email sent to individual offices or any other Senate office will not be accepted.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

 

Public Folder.  A folder labeled “Public Folder” containing the measures and testimonies for the hearing will be available for shared use by members of the public.
