The following measures have been ADDED to the agenda:

 

SB 1400

RELATING TO FINANCIAL ABUSE.

Requires financial institutions and licensed escrow depositories to report suspected instances of financial abuse directed towards, targeting, or committed against an elder or a dependent adult to a local law enforcement agency.

SB 1442

RELATING TO HIGHER EDUCATION BOARD ALLOWANCE FOR FORMER FOSTER YOUTH.

Increases the time limit for application for a higher education board allowance form 1 year following high school graduation through the age of 21 years old, to provide former foster youth who are between the ages of 22 and 26 years on July 1, 2007 and already attending an institution of higher education the opportunity to apply for a higher education board allowance within a year.  Increases the maximum age for the benefit from 21 years to 26 years with a maximum benefit length of 60 months.

RELATING TO CHILD WELFARE SERVICES.

Specifies that when the Family Court determines by clear and convincing evidence that the child's parents cannot now or in the reasonable foreseeable future provide the child with a safe family home, the department may submit a permanent plan with a goal of guardianship and the Court may award guardianship to an appropriate entity without termination of parental rights.

SB 1448

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Authorizes the Hawaii Public Housing Authority's Board to set the salaries of the Executive Director and the Executive Assistant, subject to the approval of the Governor.

RELATING TO CRIMINAL TRESPASS IN THE SECOND DEGREE.

Makes criminal trespass in the second degree applicable to public housing projects administered by the Hawaii Public Housing Authority.

RELATING TO THE STATE RENT SUPPLEMENT PROGRAM.

Broadens participation in the State Rent Supplement Program by removing the statutory limitation on the subsidy amount (currently $160 per month) and increasing the income limits for participation from 50% of area median income to 95% of area median income.

MAKING AN APPROPRIATION FOR HOMELESS SHELTER PROGRAMS.

Appropriates funds for homeless shelter programs on the island of Hawaii.

MAKING AN APPROPRIATION FOR A WEST HAWAII PERMANENT HOUSING PROGRAM.

Appropriates funds to establish a program to provide rental housing for the homeless in transition.
