Adds advanced practice registered nurses to the persons who must prescribe the psychotropic medication that the department of human services may not restrict or limit coverage for under section 346-59.9, HRS.  Makes technical amendments.

Allows a minor who is not under the care, supervision, or control of a parent, custodian, or legal guardian to consent to the provision of primary medical care and services.

Appropriates funds to continue the pilot perinatal clinic for women with a history of substance abuse on Oahu.

Provides equal access to immunosuppressant medication for Medicaid patients with HIV, AIDS, or Hepatitis C, or who require immunosuppressives due to organ transplants, regardless of whether they are in the Medicaid fee for service or QUEST programs.

RELATING TO MENTAL HEALTH.

Increases the reimbursement rate for medicaid and QUEST psychiatric services according to county population; appropriates funds for the reimbursement rate increase.

RELATING TO HEALTH.

Amends Medicaid fee schedule law to require an annual adjustment for inflation.  Appropriates funds to retroactively adjust for inflation, payments made to fee-for-service providers for fiscal year 2001-2002 and bienniums 2002-2005 and 2005-2007.  Changes Medicaid fee schedule to 100% of the 2006 Medicare fee schedule.

Expands coverage under the State's medicaid and QUEST programs to include comprehensive dental care for adults and appropriates funds to provide the additional coverage.
