RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes board of trustees of employees' retirement system to set the salary scale assumptions based on recommendations from the actuary.  Increases employers' contributions to the employees' retirement system effective 2008-2009.  Repeals provision allowing the employer contribution rate to be reduced if the period required to amortize the unfunded actuarial liability falls below 25 years.  Effective July 1, 2059.

RELATING TO LABOR.

Amending section 89-9(d), Hawaii Revised Statutes, by clarifying that certain statutory actions shall not be used to invalidate collective bargaining agreements in effect on and after June 30, 2007, and such actions may be included in collective bargaining agreements.

RELATING TO FAMILY LEAVE.

Requires that only an employee can elect to use accrued paid leave, including vacation, personal, or family leave, for any part of the four-week period of family leave provided under the law.

RELATING TO THE RE-EMPLOYMENT OF RETIREES.

Authorizes the rehiring of state or county employees to fill critical or difficult to fill labor shortage positions who have been retired for at least one calendar year without affecting the receipt of retirement benefits and without accruing additional credit or benefits.

RELATING TO TAXATION.

Increases the rental motor vehicle surcharge tax by $1; increases the tour vehicle surcharge tax by unspecified amounts.

Conforms Hawaii tax law to federal tax law relating to tax administration and criminal tax enforcement.

RELATING TO CIGARETTE TAX.

Clarifies that the cigarette tax money earmarked to fund the cancer research center of Hawaii, emergency medical services, trauma care, and community health centers shall be calculated on a per cigarette basis.

RELATING TO HOUSING.

Extends the sunset date and changes the allocation of conveyance tax revenues to the Rental Housing Trust Fund.  Requires the Hawaii Housing Finance and Development Corporation to create an affordable housing inventory registry.  Requires counties to adopt rules to develop indigenous Hawaiian architecture.  Appropriates funds for various homeless and housing programs and projects.
