Appropriates funds for improved security measures at the Mayor Wright homes public housing complex, including the contract hiring of at least three full-time security officers.  Requires a progress report to the Legislature.

RELATING TO DENTAL CARE.

Expands coverage under the State's medicaid and QUEST programs to include comprehensive dental care for adults and appropriates funds to provide the additional coverage.  Appropriates funds for hospital dentistry for the developmentally disabled in the County of Hawaii.

RELATING TO HOUSING PROGRAMS.

Makes technical amendments to a variety of state laws to implement the recommendations of the Legislative Reference Bureau report to the Legislature pursuant to Section 14 of Act 180, Session Laws of Hawaii 2006 concerning references that should be substituted in place of references to the Housing and Community Development Corporation of Hawaii that was repealed by Act 180.

RELATING TO CHILDREN.

Amends the early intervention services law to be consistent with the reauthorized Individuals with Disabilities Education Act of 2004.

RELATING TO EMERGENCIES.

Allows the Board of the Hawaii Tourism Authority (HTA) to request the Governor to declare that a tourism emergency exists under certain conditions.  Authorizes HTA to implement measures to respond to an emergency upon declaration by the governor of a tourism emergency.  Establishes the Hawaii Tourism Emergency Trust Fund.

ESTABLISHING A COMMISSION TO PLAN FOR THE FIFTIETH ANNIVERSARY OF HAWAII STATEHOOD.

Establishes a commission to plan and coordinate the celebration of the fiftieth anniversary of Hawaii's admission to statehood.

Establishes the Waiomina centennial celebration commission to commemorate the contributions of Hawaii's ranching community.

Allows pledges to be used to meet the match requirements for the fiscal year 2006-2007 appropriation to the State of Hawaii endowment fund.  Lapses unexpended or unencumbered appropriated funds on June 30, 2009.
