Increases the share of the conveyance tax dedicated to the Rental Housing Trust Fund to 65 percent.  Appropriates funds to repair and renovate state public housing, provide outreach and support services to the homeless, operate emergency and transitional shelters, and for Shelter Plus Care grants.

RELATING TO THE STATE RENT SUPPLEMENT PROGRAM.

Broadens participation in the State Rent Supplement Program by removing the statutory limitation on the subsidy amount (currently $160 per month) and increasing the income limits for participation to up to 70 percent of area median income.  Requires the wait list for the program to include certain individuals.

Assesses a graduated anti-speculation tax on the capital gains realized on real property held from less than 6 months and up to 24 months before sold.  Deposits realizations to Rental Housing Trust Fund.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Allows the Hawaii Community Development Authority (HCDA) to sell a fee simple interest in reserved housing units.  Permanently allows HCDA to repurchase property.

RELATING TO PRESCRIPTION DRUGS.

Makes rebate agreements between drug manufacturers and department of human services mandatory.  Requires the department to inform health care providers about drug costs for manufacturers with rebate agreements and those without rebate agreements.

RELATING TO PRESCRIPTION DRUGS.

Provides equal access to immunosuppressant medication for Medicaid patients with HIV, AIDS, or Hepatitis C, or who require immunosuppressives due to organ transplants, regardless of whether they are in the Medicaid fee for service or QUEST programs.  Requires economic impact assessment.  Sunsets July 1, 2013.

RELATING TO PSYCHOTROPIC MEDICATION.

Allows Advanced Practice Registered Nurses entering into collegial relationships with a psychiatrist or physician to prescribe the psychotropic medication covered under public assistance programs.
