Creates an affordable housing pilot project to be implemented by the counties.  Transfers the project to the Hawaii Housing Finance and Development Corporation, if the counties do not accept it.

Clarifies counties' powers with respect to low and moderate income housing projects and use of revenue bonds to finance such projects.

RELATING TO AFFORDABLE HOUSING.

Creates an affordable housing inventory advisory commission to identify, maintain, and report to the legislature on estimates of the existing and potential supply of all categories of affordable housing and the existing and potential demand for affordable housing in the State.  Requires the commission to make recommendations to relevant state or county agencies to encourage affordable housing opportunities in the State.

Appropriates funds to expand two federal low-income homeownership programs; exempts certain escrow accounts from the asset test for public assistance.

Provides that the Department of Human Services shall not consider moneys in Escrow Accounts established under the federal Housing and Urban Development Family Self-Sufficiency Program when determining eligibility for assistance or other benefits under Chapter 346, Hawaii Revised Statutes.

RELATING TO HOUSING.

Establishes a program for low-interest loans and grants for home acquisition and rehabilitation for displaced or affected pineapple plantation workers.  Establishes a rental assistance program for displaced or affected workers.  Provides supportive services to prepare displaced or affected workers for homeownership.
