RELATING TO EDUCATION.

Creates an educational assistant loan program and special fund in the University of Hawaii.  Creates another special fund for certain loans to teachers and educational assistants to be forgiven after employment at rural public schools for a specified number of years as determined by the department of education.

RELATING TO EDUCATION.

Changes the membership and reporting schedule of the performance standards commission.  Provides for alternative assessments, including those based on the academic growth of students.  Clarifies the dual purposes of the Hawaii Educator Loan Program.  Appropriates funds to the Hawaii Educational Policy Center.  Appropriates funds for various programs to increase the capacity of the University of Hawaii (UH) College of Education to educate qualified teachers; meet federal requirements for institutional support of disability studies; and expand teacher professional development and mentoring.  Appropriates funds for the Office of School Redesign.  (Senate companion SB 1265 SD1)

RELATING TO THE RUNNING START PROGRAM FOR COLLEGE PREPARATION.

Requires the department of education to provide students who participate in the running start program with guidance in earning credit toward high school graduation upon the satisfactory completion of certain University of Hawaii courses.  Increases financial support for families of these students by appropriating funds.  (Senate companion SB 683 SD2)

RELATING TO LEGISLATIVE SCHOLARSHIP PROGRAMS AT THE UNIVERSITY OF HAWAII.

Establishes the Senator Hiram L. Fong and Senator Oren E. Long Scholarship Programs and Endowment Trusts, which are to be administered by the University of Hawaii.  (Senate companion SB 1146 SD2)

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.

 

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.  In addition, please provide the testifier's name and mailing address in the email.  Email sent to individual offices or any other Senate office will not be accepted.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

 

Public Folder.  A folder labeled “Public Folder” containing the measures and testimonies for the hearing will be available for shared use by members of the public.
