Changes the performance standards commission membership and reporting schedule.  Clarifies the intended purpose of the Hawaii educator loan program and amends the loan forgiveness incentive provisions.  Appropriates funds to the University of Hawaii for the office of school redesign, teacher education and professional development, the master of education in teaching degree program, additional staff for the Hawaii educational policy center, and the Hawaii educator loan program.

Appropriates funds to the University of Hawaii for distance training in public health.

Appropriation to the University of Hawaii; $75,000 for research and development of a statewide web-based database of experiential learning opportunities; $10,000 for study to identify barriers to businesses and organizations volunteering to provide experiential learning opportunities to K-12 and post-secondary learners.

RELATING TO THE RUNNING START PROGRAM FOR COLLEGE PREPARATION.

Appropriates $50,000 for each year of the fiscal biennium to the GEAR UP Hawaii scholarship fund for the scholarships to students in underrepresented populations in higher education for tuition at the University of Hawaii to participate in the running start college preparatory program and ensures credit for both high school and college degrees is granted for courses taken while in the program.

RELATING TO THE UNIVERSITY OF HAWAII.

Increases the educational capital of the State through an appropriation to the center on the family at the University of Hawaii at Manoa.
