RELATING TO EDUCATION.

Establishes an educational workforce working group to report to the legislature.  Requires the department of education and the University of Hawaii to create five-year plans to ensure optimal use of technology for administration, data collection, and data sharing related to educational and workforce needs, and to create individualized student learning plans that will have a direct link to economic and workforce needs.  Appropriates funds.

RELATING TO EDUCATION.

Appropriates funds for the department of education's repair and maintenance projects and authorizes the issuance of general obligation bonds and general revenues for the University of Hawaii's repair and maintenance projects.  Provides public land and facilities for early education programs.

RELATING TO EDUCATION.

Provides for academic and fiscal accountability in education by addressing:  (1) funding for fiscal and academic accountability and the creation of district level business and educational services centers; (2) creating specialized high schools linked to Hawaii's workforce development needs; (3) enhancing the role of the college of education and the University of Hawaii in Hawaii's educational research and policy development; and (4) creating an early education initiative designed to attract and retain more early education teachers and to provide public land and facilities for early education programs.  Authorizes the appropriation of general revenues for the department of education's repair and maintenance projects.  Appropriates the issuance of general obligation bonds and general revenues for the University of Hawaii's repair and maintenance projects.  Appropriates funds for mathematics textbooks and other mathematics learning materials, professional development for teachers of mathematics, mathematics coaching, and the use of assessments to provide appropriate mathematics interventions for individual students.

RELATING TO BUSINESS MANAGERS FOR THE DEPARTMENT OF EDUCATION.

Establishes fifteen complex area business manager positions; appropriates funds for a business manager to be hired at each department of education school complex area.

MAKING AN APPROPRIATION FOR BUSINESS MANAGERS FOR THE DEPARTMENT OF EDUCATION.

Makes appropriation to the Department of Education to hire one business manager for each of fifteen complexes.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE HAWAII CONSTITUTION, REGARDING THE BOARD OF EDUCATION.

Proposes a ballot question to amend the state constitution to:  make the board of education composed of seventeen voting members elected in a nonpartisan manner by the qualified voters of the respective school board districts, as provided by law; and require school board districts to be designated by the next scheduled reapportionment commission.

RELATING TO EDUCATION.

Establishes salaries for the members of the board of education.  Appropriates funds.

RELATING TO EDUCATION.

Updates performance standards commission membership and reporting schedule, removes references to specific federal law, calls for alternative assessments based on student performance, calls for a growth model for Hawaii public schools, and appropriates $400,000 for the 2007-2008 fiscal year to the Hawaii educational policy center for assessments and analyses.

RELATING TO EDUCATION.

Amends definition of "weighted student formula"; appropriates funds to DOE to assist schools with the transition to the new spending method.

RELATING TO EDUCATION.

Establishes the weighted student formula augmentation special fund to assist schools in transitioning to the weighted student formula based on certain criteria.  Appropriates funds to the special fund.  Allows complex area superintendents to reallocate resources within the complex area.  Excludes moneys for custodial services, classroom cleaners, and minor repairs and maintenance from the weighted student formula calculation.

RELATING TO THE COMMITTEE ON WEIGHTS IN THE DEPARTMENT OF EDUCATION.

Requires that the department of education committee on weights meet biennially every odd numbered year, instead of annually.
