Expands the duties of the charter school review panel; clarifies the manner in which the executive director of the charter school administrative office is appointed and evaluated; updates the charter school funding formula; requires the charter school administrative office to provide staff and resources for the charter school review panel; and increases the membership of the charter school review panel.  (SD2)

Directs the department of education to establish a program to award high school diplomas to armed services veterans drafted during World War II, Korean conflict, and Vietnam War, as well as to those whose schooling was interrupted due to wartime practices.

RELATING TO TEACHING LICENSURE.

Establishes the exceptional teacher license recognition committee to review teaching licensure standards to ensure outstanding teachers from outside the State receive a Hawaii teaching license.  (SD1)
