RELATING TO INNOVATION IN WORKFORCE DEVELOPMENT.

Establishes a lifelong learning program and tax credit in the DLIR to support upgraded training for the incumbent workforce.  Establishes a rapid response training program and revolving fund in DBEDT to facilitate rapid custom training for high priority business investments.  Establishes a state level program in DBEDT to attract former residents back to Hawaii.  Merges certain workforce and economic development programs of DLIR and DBEDT. Prohibits a gift certificate issuer from charging service fees for dormancy or inactivity within 6 months after date of issuance of the certificate.  Requires disclosure of fees on electronic card or certificate.

RELATING TO A LIVING WAGE FOR WORKERS ON SERVICE CONTRACTS.

Reduces the threshold for service contract worker wage provisions from $25,000 to $5,000; requires wages to be based on United States poverty guidelines for Hawaii; requires enforcement by the department of labor and industrial relations; extends additional rights to service contract employees.

RELATING TO PUBLIC WORK PROJECTS.

RELATING TO EMPLOYMENT.

Establishes job security requirements to protect employees when the business for which the employees work is sold or transferred to another employing entity.  Adds definition of "divestiture".  Creates worker retention trust fund to receive moneys from penalties and to be used to compensate dislocated workers. Enables certain successor companies that acquire a business to also acquire its predecessor's unemployment insurance contribution assessment rate through December 31, 2007.  (HB1745 HD1)

RELATING TO THE PROCUREMENT CODE.

Authorizes best value procurement by permitting governmental agencies to award design-build contracts.

Allows State to enter into agreements with private entities to build, operate, own, or finance transportation facilities including toll highways.  (HB70 HD1)

RELATING TO INNOVATION IN EDUCATION.

Establishes the Hawaii Excellence Through Science and Technology Academy Program to increase the readiness and motivation of public high school graduates to pursue post secondary training and career options in science, technology, engineering, and mathematics (STEM) disciplines.  Establishes the Fostering Inspiration and Relevance Through Science and Technology Pre-academy Program.  Establishes a professional development program to provide practicing public elementary, middle, and high school science and mathematics teachers with opportunities to increase their knowledge and understanding of recent developments in science, technology, and mathematics.  Provides stipends as an initiative for individuals who hold degrees in STEM subjects to obtain teaching certificates through the UH's post baccalaureate certificate in secondary education program.  Creates the Business and Education Internship and Mentorship Program.  Establishes an Eminent Scholars Program to be funded by the State Akamai Investment Matching Special Fund, to enable UH to provide matching funds for donations to establish at least five permanently endowed chairs in the STEM disciplines at UH.  Appropriates funds.  (HB1268 HD1)

RELATING TO HEALTH INSURANCE SUPPORT FOR SMALL BUSINESSES.

Prohibits group health insurers from imposing certain requirements on employers.  Clarifies the definition of "small employer", when applying the Health Insurance Portability and Accountability Act of 1996 or state law that provides greater health benefits or coverage. (HB1479 HD1)
