RELATING TO GIFT CERTIFICATES.

Prohibits a gift certificate issuer from charging service fees for dormancy or inactivity within 6 months after date of issuance of the certificate.  Requires disclosure of fees on electronic card or certificate.

RELATING TO THE GENERAL EXCISE TAX.

Clarifies that the reduced general excise tax rate of 0.5 per cent on business-to-business services applies to dealers furnishing goods or services to the purchaser of tangible personal property to fulfill a warranty obligation of the manufacturer of the property.

RELATING TO HUMAN SERVICES.

Requires the Department of Human Services (DHS) to apply a self-sufficiency standard, to be established and updated annually by the Department of Business, Economic Development, and Tourism to determine the amount of assistance allowance.  Defines self-sufficiency standard.  Requires DHS to submit annual reports to the Legislature.  (HB102 HD1)

RELATING TO PROCUREMENT.

Provides that any moneys received by, on behalf of, or for the benefit of a government body pursuant to a solicitation of funds by the government body to cover the costs and expenses of a state sponsored enterprise, including trips and other endeavors to generate business opportunities and goodwill for the state, shall be deposited into the general fund and disbursed pursuant to legislative appropriation.

RELATING TO PUBLIC WORKS.

Requires that, for public works projects that are not directly caused by a governmental contracting agency, the department of labor and industrial relations be the responsible agency for ensuring compliance with the State's prevailing wage law.  Requires the issuance of special purpose revenue bonds for these projects to be promptly reported to the department of labor and industrial relations.

RELATING TO PUBLIC WORKS.

Allows a joint labor‑management committee established pursuant to the federal Labor Management Cooperation Act of 1978 to institute an action for injunctive and other relief against an employer that fails to pay its employees the prevailing wage. Effective upon approval.
