Revises liquor tax to a gallonage rate based on the alcohol content of the various categories of liquor.

Establishes the Ingenuity Charter to facilitate the development of intellectual property, uphold high labor and environmental standards, and provide funds for instruction in the public schools that encourages innovation by Hawaii's students.

Appropriates funds for a technology and innovation center on Oahu.

Establishes the high technology industry task force for the State.

RELATING TO TECHNOLOGY GROWTH.

Appropriates funds for the Economic Development Alliance of Hawaii to coordinate marketing, with emphasis on representing Hawaii's technology companies and opportunities on the mainland.

Provides a tax credit to high technology businesses that train high school students in a cooperative education program.

RELATING TO SMALL BUSINESS.

Moves the Small Business Regulatory Review Board from DBEDT to the Office of the Ombudsman.  Changes the appointment process so that members are appointed by the President of the Senate and Speaker of the House of Representatives. Appropriates funds.

RELATING TO SMALL BUSINESS.

Re-establishes the office of the small business defender within the legislature.  Allows the small business defender to hire attorneys.  Appropriates funds.

MAKING AN APPROPRIATION FOR A REGULATORY BOARDS AND COMMISSIONS ADMINISTRATIVE ASSISTANT.

Makes an appropriation for one administrative assistant position to the department of business, economic development, and tourism to assist the small business regulatory review board.

RELATING TO STATE PLANNING.

Clarifies the office of planning's role in maintaining and coordinating a statewide enterprise geographic information system (GIS).  Appropriates funds ($200,000) to support the implementation of a GIS software enterprise license agreement.  Establishes a special fund to help support the operation and maintenance of the statewide planning and geographic information system.
