RELATING TO HEALTH INSURANCE RATE REGULATION. Prohibits health insurance rates that are excessive, inadequate or unfairly discriminatory. Requires health care insurers to submit rate filings for approval by the insurance commissioner. Establishes penalties and appeal procedures. (SD1)

RELATING TO NATUROPATHY. Requires the board of examiners in naturopathy to adopt a formulary and qualifications for administering natural medicines by injection, and to grant the authority to qualified naturopaths. Amends the definition of naturopathy accordingly. Establishes a temporary advisory committee to recommend a formulary and qualifications. Eff. 7/1/2050. (SD1)
