Specifies that responsible managing employees of a contracting entity are not exempt from the requirements of chapter 444, Hawaii Revised Statues.  Authorizes the contractors licensing board to award reasonable attorneys fees for violations of chapter 444, Hawaii Revised Statutes.  (Deferred from 03/12/07 hearing.)
