RELATING TO DISASTER WARNINGS. Requires cellular telephone service providers to text message their customers in the event of a disaster. Requires cellular telephone service providers biannually to conduct a test of this service in conjunction with testing by the department of defense.

Requires products with labels representing that a portion of the macadamia nuts in the package were grown in Hawaii, to specify the percentage of Hawaiian-grown macadamia nuts. Prohibits labeling that incorrectly represents that any of the macadamia nuts contained in the package were grown in Hawaii.

RELATING TO WATER RATES FOR AGRICULTURAL USES. Directs the public utilities commission to require private entities that furnish water used for agricultural purposes in an area zoned for agricultural use to establish a water rate structure for qualified agricultural water users by January 1, 2008.
