Your Committee on Judiciary and Labor, to which was referred H.B. No. 751, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO EMPLOYMENT SECURITY,"
begs leave to report as follows:
The purpose of this measure clarifies the time period in which the department of labor and industrial relations may expend funds appropriated under Act 190, Session Laws of Hawaii 2006. The measure further clarifies restrictions on the use of funds and makes the effective date as of June 29, 2007.
Your Committee received testimony in support of this measure from the Workforce Development Council and the Workforce Investment Boards of the City and County of Honolulu, the County of Hawaii, the County of Maui, and the County of Kaui as well as the Department of Labor and Industrial Relations.
The measure has been amended by clarifying that the amount (not to exceed ten percent) allowed for administrative purposes will be used by the Department of Labor and Industrial Relations and not the counties.
As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report,
your Committee is in accord with the intent and purpose of H.B. No. 751, H.D. 1, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as H.B. No. 751, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
