SENATE RESOLUTION

 

 

requesting the United States Congress and the congressional delegation from the State of Hawaii to use all their efforts, energies, and abilities to withdraw the United States from any further participation in the Security and Prosperity Partnership of North America, and withdraw from and avoid participation in any other bilateral or multilateral activity that seeks to advance, authorize, fund, or in any way promote continental integration or the creation of a "North American Union".

 

 


     WHEREAS, President George W. Bush, along with his Canadian and Mexican counterparts, established the Security and Prosperity Partnership of North America on March 23, 2005; and

 

     WHEREAS, the stated goals of the Security and Prosperity Partnership of North America are to address the threat of terrorism and to enhance security, competitiveness, and quality of life in the United States, Canada, and Mexico; and

 

     WHEREAS, concern has been raised as to whether the Security and Prosperity Partnership of North America is a step toward continental integration or a "North American Union"; and

 

     WHEREAS, concern has been expressed as to whether the Security and Prosperity Partnership of North America will lead to the erosion of United States sovereignty; and

 

     WHEREAS, the Security and Prosperity Partnership of North America is a White House prerogative that has not been presented to the United States Congress as a trade agreement or treaty and is subject to virtually no congressional oversight; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the United States Congress, and specifically the Congressional delegation from the State of Hawaii, are requested to use all their efforts, energies, and abilities to withdraw the United States from any further participation in the Security and Prosperity Partnership of North America and withdraw from, and avoid participation in, any other bilateral or multilateral activity, however named, that seeks to advance, authorize, fund, or in any way promote continental integration or the creation of a "North American Union"; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Majority Leader of the United States Senate, Speaker of the United States House of Representatives, members of Hawaii's Congressional delegation, and the Governor.
