SENATE RESOLUTION

 

 

requesting the university of hawaii to report on the linking of funding for individual campuses with performance goals.

 

 


     WHEREAS, the Legislature of the State of Hawaii has an interest in ensuring that higher education priorities align with budgetary funding methodologies; and

 

     WHEREAS, stability and predictability in budgeting are critical in planning and governing institutions of higher learning; and

 

     WHEREAS, many states, including Alabama, New Mexico, and Texas have used funding formulae for several decades as a means of infusing methodology and analysis in determining higher education; and

 

     WHEREAS, beyond a budget formula that provides a base level of operational funding for campuses in the university system, the budgeting system must provide a mechanism for addressing short-term and long-term critical issues in higher education, such as the shortage of qualified K-12 teachers; and

 

     WHEREAS, as the University of Hawaii recommends increases or decreases in operational budgets, it is crucial that funding decisions be consistent with high priority performance goals; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the University of Hawaii shall prepare a report on the performance goals of each campus as they relate to short-term and long-term funding priorities; and

 

     BE IT FURTHER RESOLVED that the report be submitted to this body not later than twenty days prior to the convening of the 2008 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President and the Board of Regents of the University of Hawaii.
