SENATE RESOLUTION

 

 

REQUESTING THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION TO STUDY OBTAINING pUBLIC INPUT during PLANNING FOR AFFORDABLE HOUSING DEVELOPMENTS.

 

 


     WHEREAS, the Hawaii Housing Finance and Development Corporation is responsible for the development of affordable housing pursuant to chapter 201H, Hawaii Revised Statutes; and

 

     WHEREAS, affordable housing development is oftentimes done on a massive scale that could disrupt the community in which the project is being planned; and

 

     WHEREAS, residents of the community affected are entitled to know in advance if an affordable housing development is being contemplated in their area; and

 

     WHEREAS, residents of the community also should have the ability to have input in the planning stages of an affordable housing project, including such things as traffic, noise, schools, amenities, and suitability; and

 

     WHEREAS, the community of the proposed affordable housing development may have suggestions to improve the marketability and environs for the project; and

 

     WHEREAS, advance public input in general is auspicious in planning housing developments; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Hawaii Housing Finance and Development Corporation is requested to study the means and the method of obtaining advance public input for planned affordable housing developments, including but not limited to:

 

     (1)  Type of notice and frequency of notice;

 

     (2)  Organizations or entities to be given notice, in addition to the general public;

     (3)  Holding of a public hearing or an informational briefing on a proposed affordable housing development, to be held in the community in which the development will be located;

 

     (4)  Notification by mail of each resident of the affected community;

 

     (5)  Type of information sought from the community, such as traffic, infrastructure, schools, and alternative sites; and

 

     (6)  Any other relevant matters; and

 

     BE IT FURTHER RESOLVED that the Hawaii Housing Finance and Development Corporation is requested to report its findings and recommendations regarding the implementation of public input initiatives to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Board of Directors of the Hawaii Housing Finance and Development Corporation.
