SENATE RESOLUTION
requesting car rental companies and catrala-hawaii to reconsider their policies on renting vehicles to drivers under the age of eighteen who have valid drivers licenses and proper insurance.
WHEREAS, drivers under the age of eighteen cannot rent vehicles from car rental companies in this State; and
WHEREAS, this prohibition does not take into account whether the underage driver has a valid drivers license and proper insurance; and
WHEREAS, under certain circumstances, drivers under the age of eighteen need to be able to rent vehicles from car rental companies; and
WHEREAS, other jurisdictions, such as New York and Michigan, do not allow car rentals to refuse to rent a vehicle to persons eighteen years of age or older solely on the basis of age; and
WHEREAS, the Legislature finds that the car rental companies in the State and CATRALA-Hawaii should consider a similar policy as in New York and Michigan, but for drivers under the age of eighteen, that will allow these drivers to rent a vehicle under certain circumstances; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that car rental companies in the State and CATRALA-Hawaii are requested to reconsider their age restriction policies in order to allow drivers under the age of eighteen, who have valid drivers licenses and proper insurance, to rent vehicles under certain circumstances; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the president of CATRALA-Hawaii, and the Hawaii regional or area managers for Alamo Rent A Car, Avis Rent A Car, Budget Car Rentals, Dollar Rent A Car, Enterprise Rent A Car, Hertz Rent A Car, National Rent A Car, and Thrifty Rent A Car.
