SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE P-20 COUNCIL AND THE UNIVERSITY OF HAWAII TO REPORT ON EARLY COLLEGE AWARENESS PROGRAMS FOR ELEMENTARY,  MIDDLE AND HIGH SCHOOL STUDENTS.

 

 


     WHEREAS, the Hawaii P-20 Council, sponsored by the University of Hawaii, the Department of Education, and Good Beginnings Alliance, brings together public and private educators at all levels, working in collaboration with representatives from state government, the business community, labor, and educational support agencies to focus on implementing learner achievement in Hawaii; and

 

     WHEREAS, the "P" in the P-20 Council refers to provisions for early learning, not only in preschools, but in any setting, and the "20" refers to the years of schooling thereafter — beyond a college degree and even beyond graduate school; and

 

     WHEREAS, P-20 is the code for lifelong learning; and

 

     WHEREAS, early awareness of college opportunities for elementary, middle and high school students, e.g. college campus visits; school visits of university students, faculty, staff, and alumni; weekend and summer projects; online interactions with information on the benefits of college degrees; academic entrance requirements; and financial aid and other related topics, will help increase the number and success of college students, particularly those from low-income communities; and

 

     WHEREAS, the University of Hawaii, Manoa, West Oahu, and Hilo campuses, and the community colleges have early college awareness programs such as GEAR UP Hawaii, Na Pua Noeau, Talent Search, and SEED projects to help young children, their families, and teachers prepare for and apply to college programs; and

 

     WHEREAS, the Chancellor of the University of Hawaii at Manoa will be establishing a campus wide task force chaired by the Vice Chancellor for Students on Manoa pre-college awareness programs, particularly programs with the Department of Education  elementary, middle and high school students; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the University of Hawaii is requested to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008 on the Manoa Chancellor's task force on early college awareness programs, that includes recommendations to improve and expand early college awareness programs for elementary, middle and high school students; and

 

     BE IT FURTHER RESOLVED that the Hawaii P-20 Council is requested to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008 on its efforts and recommendations to improve and expand early college awareness programs for elementary, middle and high school students; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii, the Chancellors of the University of Hawaii campuses, the Superintendent of Education, and the Executive Director of Good Beginnings Alliance.
